Draft M&E Plan


Any M&E plan starts with a work plan: objectives, activities and expected results.
Dimensions of evaluation: Sites (different levels), development domains, household types, technologies and combinations, implementation processes.
Data collection for many different purposes...
Partners of M&E - how do we include them in our M&E?

We need to correct all the writings about working in the Guinea savannah region - rather than Sudano-Sahelian. We originally intended to work on Sahelian zones.

Q: In IFPRI's role was also site characterization. We need a fairly concrete site characterization of where we'll be working.
A: Yes, but sites have not been selected.
There is confusion between site selection and characterization.
Strictly speaking that may not be an M&E question.

Q: Does site characterization involve any on-the-ground activities?
A: No. Chris will produce characteristics of the site.

Q: How does this relate to the research framework?
A: This is as close to the research framework as possible. I would like to first see the work plan, the list of questions etc. and then I can develop the M&E plan. We need both, they're closely related and should be mutually conversant.

--> This is difficult (to get all the site characterization by October) --> Ok but as much as possible we need to get on with this. With the current ideas we have about the sites we need to talk about that. Some sites may have limitations in terms of intensification gradients. If we identify the gradients and have some obvious sites to work from, they may not fully represent that gradient and we could therefore add some more sites to fully complement that gradient.
--> What you need to know is the number of sites, not the exact sites. All teams will very soon come up with the amount of sites to work with. Some of the sites are already known - e.g. some of the quick win sites where we will keep working.
--> For our purpose we will need to know where are the villages to find reasonable counter-factuals.
